With their balance sheets improving, small businesses around Chicago are asking increasingly willing local lenders for credit to hire more people and build facilities. Recent studies by Skokie-based small-business researcher PayNet Inc. found that small-business borrowing in the Chicago Federal Reserve District was up nearly 20 percent in 2011 over 2010, making the city one of the fastest-growing small-business markets in the U.S.
